BICKER PARISH COUNCIL
Minutes of the Parish Council meeting held on Thursday 14th March 2024 in the Gedney Rooms, Bicker Village Hall.
Present: Cllr Kelly, Cllr Bateson, Cllr Brown, Cllr Mountain, Cllr Pell
Clerk Diane Fairweather & members of the public.
20/24 – TO RECEIVE APOLOGIES - were received and accepted from Cllr Carrott, Borough Cllr Cantwell, and County Cllr Brookes.
21/24 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2211
Cllr Mountain – Trustee of Charity
22/24 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr Bateson seconded Cllr Mountain.
23/24 - TO RECEIVE UPDATE FROM CLERK.
Longhedge Drove – Cllr Brookes reported it and it had been put forward for a recycling scheme. Will patch for now.
Corner Cottage – Dean Whitehead, he had been on site and had various conversations with the owner. A local resident complained that since the application was withdrawn that entrance is still being used and is dangerous.
As the application has been withdrawn the illegal dropped kerb was passed to Sally Glover who is head of the 184 Team that deals with these applications. I have asked for an update but received nothing yet.
Speed signs – Cllr Bateson, Pell and Clerk had met with Graeme Butler, the Road Safety Partnership Office and investigated three various sites. There is an offer on the cost of the units until July of £2250. Depending on financial situation, if it can be afforded, the Council will purchase three. To Agenda for next meeting when financial year end statements are complete. The Clerk to contact Beacon Energy and local businesses for contribution towards the units. Also contact BBC regarding Section 106 monies available.
Drain covers in Red Lion Street have been repaired.
24/25 – TO DISCUSS CLERK VACANCY APPLICATION
The interviews took place and the recommendation brought to the Council. The Parish Council accepted and agreed with the recommendation. To start in April, observing Clerk at April meeting and taking May meeting with Clerk observing. Clerk is prepared to assist however the new clerk feels agreeable to make the changeover as smooth as possible.
25/24 – TO RECEIVE FINANCE REPORT
Bicker Buds requesting the Parish Council pay for the green bins they use. All in agreement. Approve Council payments as per schedule Prop Cllr Bateson seconded Cllr Mountain.
26/24 – TO DISCUSS PLANNING
B/24/0013 erection of two storey office building at JDM offices. No objects would not affect any other property.
B/24/0088 -Westland Drury Lane. only comments being fencing on boundary 2m high fence adjacent to footpath.
B/24/0092 erection of three small outbuildings within school grounds. Appear like pods and are removable. No objections.
27/24 – TO RECEIVE MEMBERS REPORTS –
Cllr Pell – can overhanging tree over slide in playing field have another cut back. Planning approval last two years, clerk to request if work can be done.
Had received notification of a beauty business working from home. Question asked if change of use had been requested. Cllr Brown advised it had been classed as domini us and not required.
28/24 – TO RECEIVE CORRESPONDENCE -
Solicitor requesting information of road works at St Swithun’s, Rookery Road or Ing Drove in December 2019. Spoken with company. Accident with mud on road. I expected it would be either Wind Farm or farm machinery but couldn’t help any further.
