29/24 – TO RECEIVE APOLOGIES - were received and accepted from County Cllr Brookes, Cllr Carrott and Cllr Mountain

30/24 - TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE

LOCALISM ACT 2011 - None

31/24 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.

32/24 - TO RECEIVE UPDATE FROM CLERK

Green bins requested by Bicker Buds have been received as well as the metal Dogs on Lead sign for the park.

Park apparatus - new swing has been ordered and should be installed in May.

Planning - B/24/0088 Westiland, Drury Lane - Heritage Lincolnshire response - house is visible from the Conservation Area. Erection of 2m close boarded fence is not supported, For privacy, planting or a visually permeable fence/railings may be acceptable if it is in keeping with the character of the area.

Planning - B/24/0092 Bicker Preparatory School - It is understood that Heritage Lincolnshire commented the proposed addition at the front of the school to provide a disabled WC and shower with bin store and fencing would not be allowed. However, there is no information in that regard on the planning portal.

33/24 - To Discuss/Approve Speed Indicator Signs

Approved - the cost of three speed indicator signs is £7,500. These will be mounted on poles at an additional cost.

Will be positioned in Monument Road, Drury Lane and just past the Park at Low Gate Lane

Questioned whether the Clerk needed to write to owners of properties where the signs will be located. Confirmed this was not required as the signs were not intrusive and did not require planning permission.

Suggestion made for additional signs as you enter the three roads into the village from Donington Road to remind drivers they were entering a 30mph area.

ACTION: Clerk to obtain prices for discussion at the next meeting.

34/24 - To Receive Finance Report

To Approve Payments as Per Schedule - Approved. Cllr Pell. Seconded Cllr Bateson

To Approve Governance & Accountability Statement - Approved. Proposed Cllr Pell. Seconded Cllr Brown.

To Approve Annual Financial Statement - Approved. Proposed Cllr Pell. Seconded Cllr Bateson.

Query relating to the Council’s fixed assets - Play equipment and bier trolley for funerals

Projected budget from November is less than actual, as the cost of the street lights has not been met yet.

Allotments - review of rental charges for next year discussed. No waiting list. Existing income from allotment rentals covers the cost of renting the land from Bicker United. All present agreed no increase in the current annual fee of £27.50 would be made to encourage existing tenants to remain.

35/24 - To Discuss Planning Applications Received Since Last Meeting

No applications received to consider at this meeting

36/24 - To Receive Members Reports

Cemetery grass - noted cutting had not been carried out last month.

ACTION: Clerk to review current provision and if necessary, use delegated powers to change to a different contractor.

Does the new school need a 20mph limit outside? Clerk advised the school would need to apply to Highways but it may not be required as most of the students will be brought in by bus.

Borough Update - Joint Resilience Committee being set up to plan in the event of emergencies (e.g. flooding or power outages). Five villages (Sutterton, Wigtoft, Algarkirk, Fosdyke and Bicker). Two lead volunteers from each village to act as Marshalls.

Next meeting is on 22nd April at 7pm at Algarkirk Village Hall if any Councillors wish to attend or they can read the proposal pack once it has been put together.

Clerk advised that the Borough will be reviewing tree protection orders shortly which may result in more trees being given orders.

Complaints received about St Swithins workers burning rubbish and this had been addressed.

Information given about the state of the roadway at Milking Hill Lane. Refuse lorry cannot access/turn round. Confirmation received that it will be resurfaced by Highways.

Question raised about when the houses that are part built in Milking Hall Lane would be completed. Possibility that they cannot be completed until they are connected to the main drain. Area of water collecting in the middle. None have currently been sold.

ACTION: Cllr Brown will make enquiries with planning colleagues in relation to the reason for the delay.
