BICKER PARISH COUNCIL

Minutes of the Parish Council meeting held on Thursday 9th March 2023 in the Gedney Rooms, Bicker Village Hall.

PUBLIC FORUM
Owner of the property with recent planning applications for the development of nine houses attended to justify the application and the correspondence received from architects. The idea was to have discounted homes for locals only, struggling to get onto the property ladder. No further comments to be made by the Parish Council, other than to question the policing of such proposals.
Request from resident in Milkinghill Lane regarding flooding dyke in the area. They are a constant problem and the resident had asked the developers to dredge the drain, which had worked for a while. Cllr Carrott felt sure these were the responsibility of the Charity and would therefore report.
Can Highways please address the 30mph sign which is currently facing the wrong way.

POLICE REPORT
Three crimes. Antisocial, burglary and violent attack.

10/23 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2211

11/23 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Cllr Batson seconded Cllr Gill.

12/23 - TO RECEIVE UPDATE FROM CLERK.  
Moles appear to have been cleared in playing field, still monitoring cemetery.
Village Hall rent – they do not issue invoices and due to a changing of staff, message came via Chair that money was due.  Spoken with new clerk with listings of our meetings and when heating was used and paid in full.  There is to be an increase in April which the PC will be advised of.
Playing field equipment quote.  Councillors agreed not targeting the right age group.  Something is required from the toddler to teenage age.

13/23 – TO RECEIVE ALLOTMENT UPDATE
One clear but a tenant interested.  Roadway through the allotment causing problems as a thorough way, particularly by the contractors. Clerk to have signs erected to advise no access.
Concerns with an existing tenant of land adjoining a property in Drury Lane. PC advised this is a Charity problem and Cllr Carrott would take matter to them.

14/23 – TO RECEIVE FINANCE REPORT – 
a)    To Discuss LALC Training Scheme.  With upcoming elections clerk suggested subscribing to the Annual Training Scheme.  The cost of training sessions is £25 for half day and £65 for full day per delegate.  The cost of an annual subscription is £138.  It’s not just new councillor training but planning, cemeteries, and other various Council related courses.  It was proposed Cllr Carrott, seconded Cllr Gill to subscribe this year.
Approve Council payments as per schedule.  It was suggested that the invoice for Street Light 7 in Donington Road not be paid as the works had not yet been done. This noted all other payments to be made, proposed Cllr Pell, seconded Cllr Bateson.
Clerk to check with BBC regarding the streetlight.

15/23 – TO DISCUSS PLANNING
H23/0101 – proposed conversion of stables and hay store into one single storey dwelling.  Parish Council concerned at the continued applications regarding this Grade II listed building.  It was felt that the fencing separating the original house and the proposed conversion was not in keeping with the building and would lose the manor like appearance the building held at the entrance to the village. Some of the materials on the conversion appear too modern and not in line with the character of the site.

16/23 – TO RECEIVE MEMBERS REPORTS – 
Cllr Gill – Bicker Ladies Group had approached for a donation to assist with their group as costs for hiring the hall were increasing and it would be a pity to lose this group.  Advised to pass to Charity as the Parish Council would not be able to assist in this.
Can a speeding survey be caried out in Drury Lane as residents complain of the speed of traffic travelling on this road.  Clerk to speak with Mike Brookes.
Cllr Pell – with all construction work in the village can it be asked if they can take away their rubbish. 
Continual problems with dogs in the park, including the toddler area.  Signs to tell owners dogs to be kept on leads around the children’s play equipment.
