Minutes of the Parish Council meeting held on Thursday 13th July 2023 in the Gedney Rooms, Bicker Village Hall.

Going to now stop the Police Information letter that is sent as everything will be on Police.uk.

28/23 – TO RECEIVE APOLOGIES - were received and accepted from

30/23 - NOTES OF LAST MEETING HELD ON 11TH MAY 2023 – Were signed as a true copy, to become minutes. Proposed Cllr Bateson seconded Cllr Carrott.
31/23 - TO RECEIVE UPDATE FROM CLERK.
Barrel mended. Cllr Bateson & Carrott had inspected and felt it still unsafe for children to use and should be taken out. Will have BBC to inspect. Wickstead did it all last year. O.K. Does Council still want gates to be locked open. Agreed due to the owners exercising their dogs off the lead.
Cemetery bin – received a report from public and Cllr Pell that bin had not been emptied. Spoken with BBC and no reason why it shouldn’t have been as nothing had changed. Clerk to request an empty.
Cemetery maintenance. Cllr Pell and Clerk were to meet but agreed that once Clerk had received a response to the problems at Donington, perhaps the problems here in Bicker would be resolved. Cllr Pell has been advising Clerk of cutting dates and Firth’s now send a completion task notification. Matters seem to be improving but will monitor.
Charity held meeting regarding the drains in Milkinghill.
Cameras in hedging in Old Donington Road. Not illegal as long as no faces. Difficult to prove one way or the other.
BBC will empty dog bins if it is on a route for bin collection. PC must purchase. Glasdon bin £138. 3 bins required on lamp post 8 Red Lion Street, Old Donington Road/Drury Lane junction, and Cemetery Road Fore Lane/Back Lane
32/23 TO REVIEW STANDING ORDERS – clerk asking if bi-monthly meetings were.
still acceptable. All agreed yes unless anything important when an extra meeting could be called. Standing orders to be reviewed at next meeting.
33/23 TO REVIEW COMMUNICATIONS POLICY – agreed to defer to next meeting.
34/23 TO REVIEW COMPLAINTS POLICY – agreed to defer to next meeting.
35/23 TO DISCUSS SOCIAL MEDIA. Did PC think it may be the way forward to have a Facebook page? After discussion it was agreed to have one only as an information page but not to be able to receive comments. Chair and Clerk to set up and administer and monitor effect.
36/23 TO DISCUSS/APPROVE REMOVATING PLAY EQUIPMENT IN PLAYING FIELD OR REPLACING
Quotation Received from local contractor for £2870 for 14 pieces of equipment in six different colours. Cllr Bateson asked if he could also make good equipment, i.e., walk board on rocking horse needs attention. Clerk to speak with contractor. Delegated powers given to Chair and Clerk to the cost of £500 for such additional work. Proposed Cllr Bateson, seconded Cllr Carrott.
Details of an additional piece for the park, a Monkey Challenge for all ages. Again, delegated powers for Chair and Clerk to speak with supplier about cost of purchase and installation.
37/23 – TO RECEIVE ALLOTMENT UPDATE
Invoices out. Most paid. Borough Cllr Cantwell contacted me as he has someone interested in an allotment but is going to get them to contact me.
Item for November Agenda for rent review.
38/23 – TO RECEIVE FINANCE REPORT
Approve Council payments as per schedule.

39/23 – TO DISCUSS PLANNING
B/23/0213 Bicker Bar ESSO – conversion of existing layby into 4 new parking bays
B/23/0218 – Morley Lodge – single storey side extension
40/23 – TO RECEIVE MEMBERS REPORTS –
Cllr Pell – grassed area off old A52 requires attention, pavement is almost invisible and visibility poor. Another area Contractor should be cutting.
Clerk – bench near pump requires attention.
Toxic plant in cemetery back – speak with Arborist.
Swineshead PC having complaints over residents at Supreme and are asking if we do too. It was felt that Bicker did not suffer any adverse effects.
Charity is wanting to put on a holiday club during the six weeks. Can we us the playing field please. Parish Councillors felt it would have been courteous to be asked before Boston United advertised it on Facebook.
41/23 – TO RECEIVE CORRESPONDENCE -
Matt Warman understands the Home Office are to continue using Supreme for migrants.
Is willing to attend a meeting to speak to Council regarding this.
