Minutes of the Annual General Parish Council Meeting held on Thursday 11th May 2023
Cllrs Brown and Cantwell introduced themselves as new parish councillor and Borough representatives respectively.

17/23 APPOINTMENT OF CHAIR Proposed Cllr Bateson seconded Cllr Mountain that Cllr Kelly elected Chair. No further nominations were received. Cllr Kelly accepted and duly signed the Declaration of Acceptance of Officer.
18/23 APPOINTMENT OF VICE CHAIR
Proposed Cllr Pell, seconded Cllr Mountain that Cllr Bateson elected as Vice Chair. No further nominations. Cllr Bateson accepted the post.
19/23 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011.
Cllr Carrott as representative of Bicker United Charity, Wind Farm and Allotments
Cllr Mountain representative of Bicker United Charity.
20/23 TO RECEIVE AND ACCEPT APOLOGIES
None received, all present
21/23 TO NOMINATE REPRESENTATIVES:
• BICKER UNITED CHARITY proposed Cllr Bateson, seconded Cllr Kelly that Cllr Mountain be representative. Carried.
• BICKER VILLAGE HALL COMMITTEE – proposed Cllr Bateson, seconded Cllr Pell, Cllr Kelly be representative. Carried.
22/23 TO APPROVE NOTES OF LAST MEETING – Were signed as a true copy, to become minutes Proposed Cllr Pell seconded Cllr Bateson.
UPDATES FROM CLERK
Response to Planning had been submitted for the further proposal for Morley House.
Streetlight No 7 Donington Road. Invoices are produced when jobs raised and not necessarily when work completed. Nigel Hall had checked with contractor who said the work was done and sent a photo. This must have been after our meeting as Cllr Bateson had sent photo on 10th which was still the old light. Now sorted.
Signs for allotment roadway received. Mr Webster to erect for PC.
Beacon Fen Energy – postponed. Request to attend July meeting.
Drains in Milkinghill Lane. Charity is trying to ascertain the responsibility for them but no response yet from LCC.
Meeting with a painter for quote for the playing field equipment which you recall the rep from Proludic advised as equipment still good.
Speed restrictions in Drury Lane. Police are the only authority that can enforce issue.
Cllr Brookes advised to get in touch with Lincs Road Safety Partnership regarding surveys. Speed indicator devices are available at a cost. Clerk to investigate options.
Play equipment. Cllr agreed equipment suggested by Proludic was not aimed at the correct age group but would take their advice that the older, Wicksteed equipment only required cleaning down and repainting. Clerk had spoken with a contractor to give quotes for the work.
23/23 TO REVIEW STANDING ORDERS AND COMPLAINTS POLICY.
Defer to next meeting.
24/23 ALLOTMENT UPDATE
Couns Carrott and Mountain declared an interest. Request for Mr Bowles to plough untidy allotment again.
Still complaints of glass on the roadway. Clerk to ask if contractor has the ability to sweep it.
25/23 FINANCE REPORT
a) To Approve Governance & Accountability Statement. All councillors had previously received the statements. Proposed Cllr Bateson seconded Cllr Pell to accept the Accountability Statement as a true record.
b) To Approve Financial Statement for 2022-2023 proposed Cllr Bateson Seconded Cllr Mountain that this is a true statement of finances.
Approve payments as per schedule.

Comments on poor state of cemetery. Doesn’t appear to be cut at the same time as playing field and grassed areas are. Clerk to speak with contractor regarding cost per cut and the availability of additional cuts. Should the Parish Council employ at cemetery keeper? It was agreed to give the contractor first refusal to do this. Agenda item next meeting.
26/23 TO REVIEW PLANNING APPLICATIONS

27/23 TO RECEIVE MEMBERS REPORTS
It has been brought the PC’s attention that dogs are being let off in the park. Could signs please be erected to say dogs must be always kept on leads in the playing field.
Owners closing gates and using as a dog run, which is not safe when children are in there. Gates to be padlocked in the open position.
Donington Road residence has now installed cameras on the outside of his property watching the public highway. Clerk to ascertain if the is legal.
Dog fouling still a problem in the village. Can more bins be purchased? Is there a restriction on numbers? Will BBC empty them if PC purchase and have installed.?
