Minutes of the meeting held on Thursday 12th March 2020 at the Methodist Church Hall.

PUBLIC FORUM

Rats are causing concerns in High Street. Coun Cooper to report to Environmental Health.

Tenant that is working 15 allotments at a reduced cost is not keeping the unused plots clean. Hedge requires cutting again.

Lancaster memorial cleaned in readiness for ceremony.

Fencing in High Street broken by car ending in the dyke. Resident has the registration of the car.

Plastic fencing from gas board still on junction of Lowgate Avenue.

23/20 - APOLOGIES - were received and accepted from Coun Stevens who resigned today due to personal commitments and Coun Chapman.

24/20 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

25/20 - POLICE REPORT - nothing received.

26/20 - NOTES OF LAST MEETING- Were signed as a true copy, to become minutes. Proposed Coun Kelly seconded Coun Pell.

27/20 - TO RECEIVE UPDATE FROM CLERK

Ownership of railing in village - Coun Brookes organised a meeting with Richard Waters and Kyra Nettle from Highways regarding ownership and responsibility. Coun Pell joined them to view all railings. Kyra Nettle agreed to have a survey carried out of all railings to ascertain who is responsible for what and whether Highways think they are just for effect and whether they should be removed or Parish Council wishes to take over maintenance.

Railings over bridges are Highways responsibility. Richard says the height of the new fencing over Eau is within legal limits allowing for the distance from the junction. LCC are leaving replacement railings as tanalised to save on future maintenance.

Also looked at the flooding problem in Mill Road and agreed a flood sign could be erected. Written to Black Sluice IDB to see if they can disperse water.

Nigel from Male Firth is to have a site meeting at the playing field with Coun Pell to determined works required to trees and shrubbery. Have asked if maintenance invoices can be confirmed in order that they can be paid before year end. Awaiting credit for unsatisfactory work in the cemetery.

28/20 - SUBSTATION UPDATE

Viking Link have been cutting back trees. Request from resident for vehicles now to use the support road, but this cannot be allowed.

Although communications will had regarding before and after state of road service , pot holes still to be reported in the normal way.

29/20 - ALLOTMENT UPDATE

Nothing further to report.

30/20 - FINANCE REPORT

Approve Council payments as per schedule

31/20 - PLANNING

B/20/0052 - change of use from agricultural to domestic, Marsh Mill Farm, Mill Lane.

B/20/0053 - Barn conversion, Marsh Mill Farm, Mill Lane.

B/20/0054 - change of use from agricultural to paddock, Marsh Mill Farm, Mill Lane.

No concerns or objections.

B/20/0076 - erection of dwelling on land adjacent to The Rookery. After only a short decision, Parish Council agreed it was a significant overde velopmentof site .

32/20 - MEMBERS REPORTS -

Coun Pell - Can we have more speed signs for Red Lion Street and Monument Road.

Some graves in the cemetery dropping quite badly.

33/20 - ANY OTHER BUSINESS -

Request from the refreshment ladies for the Lancaster Service if the meet in hall after should still be held with the Corona virus scares.

Clerk to speak with two original organisers of the event.
