58/20 - APOLOGIES - were received and accepted from Couns Bateson, Carrott, Pell and County Councillor Brookes.

59/20 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

60/20 - POLICE REPORT – nothing received but several complaints received from residents in Bishop Way regarding the speed of traffic travelling down the Fen. The 30 MPH limit ends before the estate and the bridge over the dyke is still used for children on their bikes, exiting without stopping. Clerk written to Police and Lincs Road Safety Partnership and advised residents to report to Police.

61/20 - NOTES OF LAST MEETING – could not be approved as members present were not in attendance at September meeting...

62/20 - TO RECEIVE UPDATE FROM CLERK.

Coun Brookes reported that after speaking with Highways Manager regarding Cowbridge Road, the area has been surveyed and Jet Patching work identified to remedy the defects along there, will be carried out and completed by the end of the financial year.

63/20 TO DISCUSS GRANT FUNDING

Long discussions took place regarding the disappointed the Council felt that only one of the grants could be used. If £23802 required for playing field equipment, £6869 paid for village sign and fencing in village would have to be returned. Net results would be an unexpected £10,000 overspend. This balanced out by the small business grant of £10,000 received previously. Proposed Coun Chapman, seconded Coun Buttery initial grant be returned and £23800 accepted for park works.

64/20 TO DISCUSS REMEMBRANCE SERVICE

Although the organising of the event was not that of the Council, it was agreed that a £50 donation be made to the Royal British Legion Poppy Appeal and a wreath to be laid at the war memorial at some point, keeping social distances.

69/20 - MEMBERS REPORTS –

Coun Kelly gave update of Viking Link Liaison Committee meeting. Most of meeting dealing with how Viking Link was good to the environment. There is however to be a support for the community. No financially assistance but any works within the village that they may have the equipment to assist with, buildings etc.

Coun Chapman suggested rotavating unused allotments and any spare tarmac could be used to make good the footpath through the middle of the allotments. Coun Kelly to request if this is something that could have assistance.

70/20 - ANY OTHER BUSINESS –

Coun Buttery advised that he is now attending University in Guildhall and was it still appropriate him remaining a Parish Council Member. With his home still being in Bicker, and he be willing to continue no problem at this time particularly with zoom meetings.
