Minutes of a remote meeting held on Thursday 13th January 2022

1/22 – TO RECEIVE APOLOGIES - were received and accepted from Cllr Carrott

2/22 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

None

3/22 – TO RECEIVE POLICE REPORT Advised that Lincolnshire Police have made the decision for PCSO’s not to attend Parish Council meetings.  Any reports of crimes can be reviewed on www.police.uk.

4/22 – TO APPROVE NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Cllr Bateson seconded Cllr Mountain.

5/22 - TO RECEIVE UPDATE FROM CLERK

Cllr Brookes reported that Highways had looked at roundabout at Bicker Bar and stated staunches at present were sufficient.

Trees at new developments are the responsibility of the Parish Council, agreed that monies should be kept aside in precept for ongoing works.  No further news on the trees along the Eau.

Trees in Thorlby Haven also fall within this and although Cllr Cooper says paperwork not completed correctly by BBC the responsibility falls to the PC.  One resident has a tree whose roots are affecting his property.  Clerk to meet with him.

6/22 – TO RECEIVE ALLOTMENT UPDATE

Almost all now taken.  Tenant that had taken on the block of 17, has now harvested crop alongside footpath which leaves two plots available to be used for smaller allotments to let.

7/22 -TO RECEIVE FINANCE REPORT

TO DISCUSS/APPROVE PRECEPT FOR 2022 - 2023

Proposals previously forwarded to Council.  With no major additional commitments, it was proposed Cllr Bateson, seconded Cllr Mountain that precept be increased by £5000 for future potential tree works, significant works in cemetery with railings and fencing.   Clerk had obtained quotation for railings work but to obtain another for comparison.

Approve Council payments as per schedule, Proposed Cllr Bateson seconded Cllr Pell.

8/22 – TO DISCUSS PLANNING APPLICATIONS

Tree works to Corner Cottage, School Lane, suggesting there are to be new owners

9/22 – TO RECEIVE MEMBERS REPORTS –

Cllr Pell – streetlight No 4 not working.  Hedge at Corner Cottage overgrowing footpath.  House is unoccupied.  Clerk to write and request clearing as although unoccupied, someone may be attending property.

Graves in the cemetery require attention.  Clerk to request contractor to check and make good.

Cllr Brookes distributed ‘Fix our Funds, Fix our Roads’ asking if it could receive support from Councillors.  Details of where to write to request Government to reinstate £12m budget cut from road maintenance in 2021/2022.

10/22 TO RECEIVE CORRESPONDENCE

Clerk received notification of proposed new solar farm in East Heckington.  Once again additional works in Bicker Fen. Clerk meeting with Ecotricity to discuss proposals
