Minutes of the Parish Council meeting held on Thursday 9th June 2022 in the Gedney Rooms, Bicker Village Hall.

41/22 - TO ELECT CHAIR AND SIGN DECLARATION OF OFFICE
Proposed Cllr Pell, seconded Cllr Carrott that Cllr Kelly take Chair for a further term. Cllr Kelly accepted and signed Declaration of Office.
42/22 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
Cllr Carrott - Substation & allotments, Trustee of Charity.
43/22 - 4/TO ELECT VICE CHAIR AND SIGNING OF DECLARATION OF OFFICE. Proposed Cllr Pell seconded Cllr Mountain that Cllr Bateson continue for a further term. Declaration to be signed before next meeting.
44/22 – TO RECEIVE APOLOGIES - received and accepted from Cllrs Bateson and Chapman.
45/22 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr Pell seconded Cllr Carrott.
46/22 - TO RECEIVE UPDATE FROM CLERK.
Signs – new contractor found to finally erect.
45/22 – TO ELECT REPRESENTATIVES
a) Bicker United Charity proposed Cllr Carrott seconded Cllr Kelly that Cllr Mountain take on the post. Cllr Mountain accepted.
b) Bicker Village Hall Committee. Proposed Cllr Carrott seconded Cllr Mountain that Cllr Kelly continue for a further term.
46/22 – TO DISCUSS FREQUENCY OF FUTURE MEETINGS AND TO AMEND STANDING ORDRS IF REQUIRED. With no major projects on at the moment it was discussed if monthly meetings were still required and agreed that perhaps bimonthly would be sufficient as if anything important arose there was always the opportunity to call an extra meeting at any time. It was therefore proposed Cllr Pell, seconded Cllr Kelly those future meetings be held in January, March, May, July, September, and November. All agreed and standing orders amended accordingly.
47/22 – TO RECEIVE ALLOTMENT UPDATE
Clerk to meet with Dave Webster to look and mark out new plots.
Tenants have heard new development off Milkinghill Lane are to have underground utilities along the allotment. Clerk had not heard this but would check it out as clerk to the Charity, the owner of the land.
48/22 – TO RECEIVE FINANCE REPORT
Approve Council payments as per schedule
Prop Cllr Pell, seconded Cllr Carrott.
49/22 – TO DISCUSS PLANNING
Nothing again this month other than crown reduction to trees in School Lane. This apparently had been refused at the BBC were to place TPO on trees so that future work could only be carried out at their discretion. PC felt this a little unfair as owner had done everything required. District Cllr Cooper to investigate this for PC.
50/22 – TO RECEIVE MEMBERS REPORTS –
Cllr Carrott – Mill Lane works have been completed and resolved the flooding in the area, by piping into the field.
Cllr Pell – Trees in park require attention, particularly the walnut and the one overhanging Lowgate Lane. Asking if any further information had been received on the naming of the new development being proposed ‘pina’ Planning had not heard back from developers.
S.L. No 4. This had been reported some time ago. Cllr Cooper and Brookes advised that there are response times for light works and LCC should be asked why no action as the PC pay for the maintenance of the lights each year.
Streetlight No 1 Lowgate Lane, response received on 27th April and update on 4th May. Reference 423303.
Hedge at Post Office still not attended to. Clerk to write to highways advising of approached made to assist.
51/22 – TO RECEIVE CORRESPONDENCE -
Ecotricity – regarding the Heckington Fen Solar Farm as pipework is to come into Bicker. Public meeting and consultation to take place.
DATE OF NEXT MEETING – Thursday 14th July 2022. Agreed that now no August meeting, village walk around in August to list for works required to put to Highways.
