Minutes of the Parish Council meeting held on Thursday 10th November 2022 in the Gedney Rooms, Bicker Village Hall.

71/22 – TO RECEIVE APOLOGIES - were received and accepted from Cllr Mountain
72/22 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
Cllr Carrott - Substation & allotments, Trustee of Charity
73/22 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr Pell seconded Cllr Carrott.
74/22 - TO RECEIVE UPDATE FROM CLERK.
Clerk had spoken with School who are happy for Bicker Buds to take on triangle at end of School Lane
Website problem sorted. There had been a link to the old website which unfortunately gave details of village hall which are not being kept updated. Chair has updated as necessary.
Barrell in park, contractor rained off. Sign and barrier tape put up to advise not to use.
On advising PCC that the PC did not feel they could contribute towards a Christmas tree as it may set a precedence, PCC advised it was for the village as there is no other external tree. Church is prepared to purchase at a cost of £60, decorate with balls and lights. PC therefor agreed to donate £60 proposed Cllr Carrott, seconded Cllr Bateson.
75/22 TO CO-OPT NEW COUNCILLOR
Jerry Gill being eligible, proposed Cllr C Bateson seconded Cllr Carrott be co-opted. Declaration of Acceptance of Office duly signed.
76/22 – TO RECEIVE ALLOTMENT UPDATE
Problems with roadway have been ongoing since last meeting. Contractors not left area clean and tidy and not completed through to Gauntlet Road. Details given to Charity, who are to make a site visit.
77/22 – TO RECEIVE FINANCE REPORT
To Discuss Precept 2023 2024
Following discussions regarding various projects it was agreed to take forward to January meeting.
Approve Council payments as per schedule

78/22 – TO DISCUSS PLANNING
B/22/0417 Conversion of existing stable and hay store to ancillary annex accommodation. Original question was ‘is change of use required’ Cllr Cooper advised not. Only concerns are the potential increase in vehicles along the private roadway, other than that no objections.
79/22 – TO RECEIVE MEMBERS REPORTS –
Cllr Gill – notice railings at cemetery in poor condition. Advised that in hand to do in New Year.
Can speed in Drury Lane be monitored. Now advisory signs have been in place, can apply for reactive ones from Lincs Road Safety Partnership. Ask for survey to be carried out.
Cllr Pell – contractors around the village have left the work areas in a mess.
Moles making an appearance in cemetery again.
80/22 – TO RECEIVE CORRESPONDENCE -
Boundary Commission and revised their original plans to leave Swineshead in Boston and Skegness Ward.
