BICKER PARISH COUNCIL

Minutes of the meeting held on Thursday 11th January 2018 at the Methodist Church Hall. 
PUBLIC FORUM
Mrs Webster reporting condensation still in notice board.  Reporting broken railings and signs with photographic evidence.  Planning application in Rookery Road has no advertising signs from Boston Borough.
Mr Webster reporting footpath leading from Ye Olde Red Lion on Old Donington Road, proud where abuts the road, producing a potential health and safety issue. Can village sign be resurrected?  Requires a design.
Damage to Red Lion Street Sign.
Coun Brookes reported Brylane travel has taken 2 buses from their schedule. Only two weeks’ notice to passengers and no public consultations.  Lincolnshire County Council has been in discussion with them and keen to offer contract to keep as much of the previous service as possible.  Coun Brookes then left meeting.

1 APOLOGIES - were received and accepted from Borough Couns Cooper and Spencer.

2 POLICE REPORT – no crimes committed last month but hare coursing still a problem on a regular basis and reports of stolen white vans in neighbouring villages.

3 NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Coun Benjamin seconded Coun Kelly.

4 TO RECEIVE UPDATE FROM CLERK.  
Premier Pest Control to visit cemetery to give quote, for mole eradication.

5 TO DISCUSS/APPROVE NETTING FOR PLAYING FIELD.
Quotation received from JB Corrie, the original contractors.  15m by 3m meshing attached to existing fencing £7954.  Cannot justify that amount.

6 SUBSTATION UPDATE
Nothing to report. 

7 ALLOTMENT UPDATE
Non tenanted area cleared again.  Water butts not yet moved. Rent increase? Agenda item for next meeting.

8 FINANCE REPORT- Approve Precept
Finance Committee presented budgets for coming year and felt, with potential additional costings with responsibility for street lights, the precept should be increased by £2,000 for 2018/2019 and possibly again the following year to accrue a reserve for the street lights.  £7,000 to be set aside from day to day Council funds.  Proposed Coun Carrott seconded Coun Benjamin to increase precept to £18,000.  All in agreement.
Coun Benjamin to speak with contractor regarding 2018 costings.

9 MEMBERS REPORTS – 
Coun Benjamin – hedges in Longhedge Drove and Beck Bridge require attention again.
Coun Chapman – M Goodacre reporting disgraceful state of footpath at bus stop.  More signs to be placed requesting dog owners to act responsibly.
Coun Adshead Fly tipping of 2 mattresses and Red Lion Street sign requires attention.

10 CORRESPONDENCE  -  
Planning – Sycamore House, Rookery.  Due to his own planning application, Coun Chapman declared an interest and left the meeting.  Demolition of old house and proposed 9 houses on 0.194 of hectare.  Once gain an overdevelopment of site and outside the village envelope.  Parish Council concerned that all current applications are overdeveloped and out of envelope.  Will all future application be discouraged and what will that mean for the village?
Clerk to ascertain if LALC offer any planning courses.
