BICKER PARISH COUNCIL

Minutes of the meeting held on Thursday 8th February 2018 at the Methodist Church Hall. 

PUBLIC FORUM
Mr. and Mrs. Webster was the public forum.
Mrs. Webster asked for an update from last months’ meeting. She wanted to know about the progress on the village sign. Discussion about the quote received which seemed expensive, unclear what type of sign is wanted? Painted? cut steel. Options for other suppliers to be investigated e.g. Dawson’s may have a contact. In view of the potential cost can Bicker Trust be approached?
A photo of the laying water in the village was produced to emphasise the need for remedial work, to be reported
Mr. Webster asked if the defib. Was rechargeable ( no method of recharging is apparent) as it is possible it for one use only and then the battery will need to be replaced. The cabinet has been fitted and the light is also working in the phone box. He asked about CPR training for the village. Who will be registering the defib with EMAS? Clerk?
The white fencing around the village e.g. High Street is a problem and asked how the PC will be covering the costs, is there a plan for a rolling programme of works in the village? Can other sources of funding be investigated as the fencing is an eyesore?
Bicker Buds have put up more dog notices provided by Boston Borough Council, some reported improvement.

12 POLICE REPORT – no attendance and no report

13 NOTES OF LAST MEETING – Not approved due to amendments required
Coun Brookes reiterated fly tipping is the responsibility of BBC and will speak with the staff member who advised otherwise.

14 TO RECEIVE UPDATE FROM CLERK.  
Dog warden invited to visit the village. Damp in the noticeboard reported. 2nd quote to deal with moles requested.

15 TO DISCUSS/APPROVE INCREASE IN ALLOTMENT RENTS

16 SUBSTATION UPDATE
MB/MC due to meet with Tritton Knoll to discuss haulage road on 22.2.18 to avoid use of the village ( A17/A52 instead) concern raised that National Grid may do things differently.

17 ALLOTMENT UPDATE
Nothing to report as Coun Chapman not present.

18 FINANCE REPORT
Coun Benjamin reported grass cutting with continue with current contractor at same price but with more frequent cuts during the season.

19 PLANNING
No applications this month.  No PC comments regarding Sycamore House

20 MEMBERS REPORTS – 
Coun Benjamin – Cemetery railings require attention, clerk to obtain quotations.  Lorries parking outside of JDM causes problems with the grass and also dropping litter.
Coun Pell – leaves outside Chapel at pump, Bicker Buds will clear.  Parking on the verge outside the Chapel causing problems not opinion of the P.C.  that this will repair itself without attention. Planting outside Wisteria Cottage is causing an obstruction - 3 Holly trees and pots, Clerk to write and request Mr. Sheridan to move from public footpath.
