Minutes of the meeting held on Thursday 13th December 2018 at the Methodist Church Hall.
PUBLIC FORUM
Mr Webster confirmed that having mentioned there may be funding for notice boards for the village and the Parish Council had done nothing, had approached the Primary School, who applied, were successful and one is now on their shed. Asked again if Parish Council could request one. Following recent meeting for Triton Knoll funding, concerns that no applications had been received from Bicker. Chair confirmed three suggestions had been made which would be eligible and clerk to meet with Sue Fortune in the New Year.
Mrs Webster –Bicker Buds once again awarded Community Champions. Whilst accepting their award BBC had advised North Sea Camp have a supervised team of workers and suggest PC contact with regard to painting railings in the village. Rookery Road street light No 18 out, reported notice board damp again and showing mould.

107 ALLOTMENT UPDATE
Coun Barnes declared an interest being Trustees to the Charity that own the land.
Allotment request discussed at Charity meeting, 3 options, Charity to keep as it is, Council to give it all back or Charity to agree to request. Charity speaking with land agent for any guidance that can be given.
108 FINANCE REPORT - £24325.48
To approve payments as per report.

Clerk advised finance committee have to make recommendations to the Council at January for next year’s precept. Thoughts to be given of any additional funding required.
Street light at playing field, had been vandalised and sensor remove. A cost of £350 to replace with an ECO LED lantern to help avoid future vandalism, or £140 call out fee if no longer required. On Health & Safety grounds agreed to replace.

110 MEMBERS REPORTS –
Coun Benjamin – update on trees in dyke opposite cemetery. Had met with Black Sluice Internal Drainage Board who confirmed they were not responsible, suspecting they were that of Highways.
Coun Pell – following reports last month of state of verge at Morley House, owner had confirmed reason, and he would reseed the area in spring.
Red Lion Street still flooding badly even though Highways appear to know.
Street light No 4 in School Lane flickering again.
Gardener from Methodist Chapel had asked, early in year if Walnut in playing field, near pump can be cut back.
Experienced drivers trying to find Iconic Stone site, could PC write and ask them to erect a sign.

NALC – publications to help promote Elections next year
LCC – details of verge cutting for next year but disputing areas they are cutting again.
