Minutes of the meeting held on Thursday 11th October 2018 at the Methodist Church Hall.

Residents’ adjacent playing field complaining of the constant nuisance adults’ footballing in the park. Parking inconveniently, language is offensive, leaving litter and staying ‘til very late. Not even local lads. Can pitch not be made 5 a side.

Agreed to see what effects the sign had and reminded to keep reporting to Police.

Reports of dead tree opposite Vicarage. Vicky Law from Triton Knoll confirmed funding for notice board. To decide best place to position.

Still flooding at Post Office. Coun Brookes confirmed this was one point Highways had taken back with them.

Telephone light now working.

Why does Bicker not have as an agenda item ‘To Receive Declarations of Interest” as the other 4 villages in the ward do? Clerk confirmed that declarations are made at the point the matter is discussed.

Notice that Parish Council is not making comments on planning applications whether favourable or not. Comments are being made as acknowledgements received. Clerk to look into.

81 APOLOGIES - were received and accepted from Couns Adshead and Kelly, Borough Councillor Cooper and County Councillor Brookes

82 NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.

83 TO APPROVE DONATION FOR REMEMBRANCE WREATH

Have donated £25 for previous few years, proposed Coun Benjamin seconded Coun Carrott that £40 be donated this year.

84 TO DISCUSS/APPROVE CEMETERY BINS

BBC confirmed they would not donate a second bin. Only one of each colour and should really be using brown for garden waste. This service only runs from April to October.

Borough Coun Cooper confirmed tightening on restriction of waste, and may soon issue fines. Would a composter be more suited?

Clerk to ascertain if being treated as business or residential?

85 SUBSTATION UPDATE

Although some traffic had been going through the village it was not National Grid and it was felt they were doing their best to keep disruption to a minimum. Residents are having weekly updates. Hedges at Cowbridge still require attention. Hedges around the compounded require attention.

86 ALLOTMENT UPDATE

Cllrs Barnes, Carrott and Chapman declared an interest being Trustees to the Charity that own the land.

Clerk received a request but as has been indicated previously the allotment was too large.

A disgrace again at present.

87 FINANCE REPORT

Received invoices from M Firth, the replacement contractor for 7 visits. £30 more per cut but Council were pleased with standard of work. £2772.00

89 MEMBERS REPORTS –

Coun Benjamin – Fore Lane/Back Lane fencing broken again.

Coun Pell street lights in School Lane still not attended to. Clerk had passed details onto Councillor Cooper but had no response.
