ANNUAL PARISH MEETING

The Annual Parish Meeting was held in the Methodist Church Hall on Thursday May 10th 2018 commencing at 7.00 p.m.
ANNUAL PARISH MEETING
Mr Bowler requesting how updates on Triton Knoll and National Grid are being relayed to the residents. Agreed that all correspondence would be placed in notice board, clerk to ascertain if Community Liaison meeting notes could also be displayed.
Mrs Webster asking for update on condition of railing in village.
Bicker Buds use a tractor on the village roads which for insurance purposes has to be registered with the DVLA. Observed that Mr Dawson, our maintenance contractor does not carry a registration plate on his machinery and questions therefore if it is legal. Coun Benjamin to ask the question.
On Boston Borough website there are only five of the seven parish councillors Register of Interest Forms. Cllr Benjamin and Kelly to complete.

43 ELECTION OF CHAIR Cllr Barnes confirmed he would be prepared to stand for his final year. Proposed Cllr Carrott, seconded Cllr Kelly. Declaration of Acceptance of Office signed and witnessed.
44 ELECTION OF VICE CHAIR – Cllr Kelly agreed to stand for a further year, proposed Cllr Pell, seconded Cllr Carrott
45 APOLOGIES were received and accepted from Coun Chapman
46 TO NOMINATE REPRESENTATIVES:
• BICKER UNITED CHARITY –Cllrs Barnes and Chapman to continue
• BICKER VILLAGE HALL COMMITTEE Cllr Kelly to continue

47 POLICE REPORT –
3 crimes reported theft of diesel, theft of tools from back of van and motor vehicle in the Gauntlet. Discussed problems in the Park. Resident had been advised by PCSO to remove goal posts, put up a sign regarding balls over fence and convictions could be made, the problem is proving guilty parties to Police. A group of men come from Boston to play football, giving the reason that there is nowhere for them to play in Boston. PCSO Williams confirmed it would be very difficult to stop. Council agreed to see if the high netting would help the problem.

49 CLERK’S UPDATE FROM LAST MEETING
Red Lion Street sign can be replaced as long as no extra cost to BBC.
Netting in playing field is to be erected following Saturday.
Dog bin in Friest Lane £266 for bin, pole and fitting, bins are £172, Clerk has confirmation that existing no through road sign can be used, but to check if we can purchase our own bin if cheaper. Agenda for next meeting
Brown Bin labels have now been invoiced to Mr Chapman and should arrive imminently.
50 TO DISCUSS QUOTATION FOR MOLE ERADICATION
Moles in cemetery and on A52 £650 per annum for cemetery £250 for A52 includes initial clearance of infestation and monthly inspections.
Chris Dawson quoted £40 per month. Council still agreed this was expensive. Cllr Benjamin to speak with our contractor. Chair and Clerk given delegated powers to instigate before next meeting with a maximum of £480 per annum spend.
51 SUBSTATION UPDATE
National Grid, Steve Knight-Gregson initial works in September. Like to attend next meeting to give an update regarding construction traffic.

52 ALLOTMENT UPDATE
Local farmer to visit allotments to see if plausible for their machinery to enter.
53 FINANCE REPORT - £26052.62
Approve payments
K Dawson, maintenance £372.00.
Prop Cllr Benjamin, seconded Cllr Kelly.
Clerk to request invoices be dated the day of cut. Cllr Benjamin confirmed he received confirmation when he has been in the village.

B/18/0156, PROPOSED EXTENSION TO Fenview, Back Lane.
B18/0168, proposed extension to White House Barn, North Drove.
Council to support both applications

56 CORRESPONDENCE
General Data Protection Regulations – • The Government has tabled an amendment to its own Data Protection Bill to exempt all parish and town councils and parish meetings in England and community and town councils in Wales from the requirement to appoint a Data Protection Officer (DPO) under the General Data Protection Regulation.
Bicker Prep – requesting if next year garden fete could be held in the park. Council had no objections as it would be a public event for all of Bicker.

GDPR Most paperwork completed, clerk will be sending our details of what we hold and where, and a declaration to be signed to acknowledge it is you as councilors to protect this information.
