Minutes of the meeting held on Thursday 14th February 2019 at the Methodist Church Hall.

PUBLIC FORUM

Mr Coleman advised that Bicker Buds would not be putting in a grant application for the village but for Bicker Buds. Some of the gulleys in the village are quite blocked, can anything be done as the road sweeper does not clean them out. Coun Cooper to check with BBC and advised clerk.

11/19 - APOLOGIES - were received and accepted from Couns Adshead, Carrott and Chapman

12/19 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

Cllrs Barnes declared an interest being Trustees to the Charity that own the allotment land. Coun Benjamin for interest in proposed new substation.

14/19 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Benjamin seconded Coun Pell.

15/19 - TO RECEIVE UPDATE FROM CLERK.

Coun Brookes advised parking on grass verges is not against the law, if parking over a footpath a Police matter. Could the Parish Council approach the public house and ask for their assistance in educating their customers, as there is nothing Highways do?

16/19 – TO DISCUSS IDEAS FOR TRITON KNOLL FUNDING

Coun Benjamin and clerk had a successful meeting with Sue Fortune from the Community Foundation. Suggestions include updating playing field, CCTV for playing field, repairing cemetery path, repainting cemetery railings, reactive speed signs, village railings, village sign and replacement street lights to save energy costs. Few of the items already quoted. Whatever is agreed has to be completed within six months, if Council want to make another application in October. Agreed to finalise all costing and bring back to PC next meeting. Coun Spencer advised the Capital Investment Strategy were looking into updating.

17/19 – TO DISCUSS INCREASE IN BURIAL RATES

Comparisons with other local parishes, showing Bicker is quite low and hasn’t been increased for many years.

Council felt brining in line with neighbouring parishes would be too big an increase.

Proposed Coun Benjamin seconded Coun Kelly increase across all prices of 25%

Clerk meeting with tenant, the owner of Swan House on Monday regarding repositioning of water butts.

22/19 - MEMBERS REPORTS –

Councillor Brookes advised Mill Lane flooding has been issued a grip cutting, no date given.

Coun Cooper advised National Grid are behind schedule and requesting BBC for additional working hours. 1 hour earlier in a morning and alternative weekend working, for next six weeks. Only cars and vans, no construction vehicles.
