89/19 - APOLOGIES - were received and accepted from Coun Millyard and Coun Stevens, however following the apology Coun Millyard resigned from the Council.

90/19 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

91/19 - POLICE REPORT – nothing received.

92/19 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Pell seconded Coun Carrott.

93/19 - TO RECEIVE UPDATE FROM CLERK – INCLUDING UPDATE OF VILLAGE WALKAROUND .

Clerk advised no election to fill vacancy so Council to co-opt. Coun Millyard had advised he had a business man interested. Chair to check. Clerk also had a resident showing interest.

Coun Chapman confirmed it was a tractor that damaged the fencing in High street and not a delivery to his business, he had however had it repaired. Dominique no longer wishes to do works for fencing grant and Coun Chapman would ask his contact if he would be prepared to repair the damaged areas. Coun Millyard was to meet with contractors in playing field regarding works but not certain if that has happened. Chair to check.

Clerk had asked residents of bungalow adjacent to playing to cut back hedge. No problem already planned to do it.

94/19 - SUBSTATION UPDATE nothing to report.

95/19 - ALLOTMENT UPDATE nothing to report.

96/19 - FINANCE REPORT - £23363.32 + £7003.49 street light contingency + £6869.55 grant monies.

Approve Council payments as per schedule

Prop Coun Carrott seconded Coun Chapman.

Clerk asked if the Parish Council were happy to pay the invoices in full for cemetery works as unsatisfied with standard. Clerk to ask if a reduction could be made.

Bushes had some works but still not to the standard PC required. Coun Pell agreed to meet with contractor on site.

97/19 – PLANNING – nothing this month

Clerk still unhappy with planning department. Response for proposed extension to petrol station given but on decision it stated Parish Council had made no comment. Coun Cooper reported that comments had been made and been advised that comments had been received but a clerical error on decision report stated no comments from Parish Council.

PC asked that a formal complaint be made to the Chief Executive.

98/19 - MEMBERS REPORTS –

Coun Pell – dog bin in School Lane requires replacing as lid broken.

Coun Brookes - Highways officer has issued a job to put a bigger gully on bridge at the Post Office. Highways still awaiting response from BT regarding Red Lion Street.

99/19 – CORRESPONDENCE

BBC detailing some works required on footway lighting following survey by E.On Energy solutions. Clerk had been advised from the Property Services Officer these were not obligatory purely suggestions, which the PC could carry out if felt the need. Clerk to ask why a couple of columns appear to require replacing when letter from Phil Drury Chief Executive, at the onset of the transformation responsibilities in 2016 stated, our last survey was carried out in 2016 and any significant issues identified were rectified.

To request contractor to cut back tree at column 4 in Lowgate Lane as it is obscuring the lamp.
