77/19 - APOLOGIES - were received and accepted from Coun Chapman and Borough Councillor Spencer.
78/19 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

79/19 - POLICE REPORT – no reports. Following complaints of anti-social behaviour again in playing field, they have attended eventually to take a statement but are going to pass the complaint on to a higher ranking officer to see if more time can be spent in Bicker, albeit they are short staffed. Still feel it is down to the Parish Council to take responsibility and to have the park locked from 7 pm to 7 a.m.
Coun Millyard suggested approaching courts for an anti-social behaviour order, but the identity of the youths is unknown, even though it is known they are from Donington and drive to Bicker. After discussion it was agreed that clerk write initially to BBC antisocial officer, and to advise complainant of this action, before perhaps writing to higher rank of Police for assistance. Clerk to reiterate to complainant the importance of reporting events every time.
80/19 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Carrott seconded Coun Millyard.
81/19 - TO RECEIVE UPDATE FROM CLERK.
Requested assistance from Environmental Agency regarding JDM and garlic. Initially automated reply but case number now issued for a duty officer in the area.
Coun Brookes updated that Highways had inspected Red Lion Street and found BT had wires blocking the duct. They are in communication with BT
82/19 TO APPROVE AMENDMENTS TO STANDING ORDERS FROM 4 TO 3 AS QUORUM – Following previous problems and advice from LALC a quorum can be two thirds of Council or 3 whichever the lower. Coun Millyard commented that it would be a concern if decisions had to be made with less than half of the Council. After discussions proposed Coun Cockram seconded Coun Pell Standing Orders be amended to quorum be 3 members.
83/19 TO DISCUSS VILLAGE FENCING
Although Triton Knoll grant application successful for renovation to railings, the cost of repainting at £1400 was not. Sue Fortune, grant manager had suggested we apply again for the play area next round following public consultation, but we may not be successful in obtaining any further monies for the fencing. Would not be sensible to erect new fencing without paint protection. Coun Chapman had suggested there was always the street light contingency of £7000. Projected closing balance at year end is standing at £15377, so proposed Coun Carrott seconded Coun Pell we pay for painting from Council funds.
84/19 - SUBSTATION UPDATE
Coun Cooper advised extension on weekend working had been approved to September.
85/19 - ALLOTMENT UPDATE
Looking untidy again, will include in village walk around.
86/19 - FINANCE REPORT
Approve Council payments as per schedule

87/19 - PLANNING
B/19/0175 Esso Service Station, extension to existing shop and building. Whilst the PC had no objections comments to be made of the concerns the extension will take up a large area of parking space and the proposed additional traffic causing a bottle neck at the only entrance/egress to the site.
88/19 - MEMBERS REPORTS –
Coun Carrott – hedge at property in Lowgate Lane overhanging the path.
Coun Millyard – fencing in playing field.
Coun Pell – elder bush at the allotment hedge very overgrown
Cemetery shrubbery requires cutting back and weeds need attention.
