65/19 - APOLOGIES - were received and accepted from Coun Pell, Borough Coun Cooper and Police.

66/19 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

67/19 – TO CO-OPT NEW COUNCILLORS

Two nominations received, proposed Coun Millyard, and seconded Coun Chapman that Mark Cockram and Nigel Stevens be co-opted to the Council for the next four years.

Declaration of Acceptance of Office signed.

68/19 - POLICE REPORT –

Theft of lead from St Swithuns Church. Crime under investigation. Part of an ongoing series of lead thefts from churches in Lincolnshire. Over 20 churches targeted in last few months

Attempted theft from shed in Red Lion Street. Padlock snapped but believed burglar disturbed as nothing taken.

69/19 - NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Chapman seconded Coun Millyard.

70/19 - TO RECEIVE UPDATE FROM CLERK.

Complaint regarding the procedure of increasing allotment rents. Clerk had received reply from Monitoring Officer and with assistance from Chair had reworded parts they were not happy with. Reply sent to the complainant who replied genuinely in agreement with outcome. Monitoring Officer once again reiterated her strong feelings for training for new Councillors, and refresher courses for longer serving members.

71/19 - SUBSTATION UPDATE

Nothing further to update.

72/19 - ALLOTMENT UPDATE

Two unused allotments and central roadway require tidying.

73/19 - FINANCE REPORT

Approve Council payments as per schedule

74/19 - PLANNING

Clerk still experiencing problems with new reporting system. Coun Brookes suggested speaking with Coun Cooper.

75/19 - MEMBERS REPORTS –

Coun Kelly – water on Mill Lane causing usual problem but there had obviously been a significant amount of rain recently. To try and monitor how often it obscures total width of road and how long it is before draining away.

Coun Millyard – reports again of the insufferable and repugnant stench of garlic from JDM. Coun Cooper had previously advised previously a huge investment had been made with carbon contamination units by the company to try and alleviate continuing inconveniences. Clerk to speak with the Environmental Agency.

Coun Brookes – reiterated a job spec had been issued for the problems in Red Lion Street at Vine House.

76/19 - ANY OTHER BUSINESS –

Following discussions with LALC agreed to amend Standing Orders for Quorum as 3 would be sufficient for Bicker. Agenda Item next meeting.
